Call for consultant for external near-end review
The Royal Norwegian Society for Development (Norges Vel) seeks to engage a consultancy firm for an external near-end review of our agriculture and aquaculture projects in Tanzania, Madagascar and Mozambique.
The projects focus on producer steered food production and local business development are supported by the Norwegian Agency for Development Cooperation (Norad) from 2020-2023.

Questions received with Answers from Norges Vel - concerning Tendering process for the near-end review of the project “Poverty reduction through business development and formal cooperation, QZA-0881 QZA-19/0271”
1. We just wanted to gain some clarification regarding the available budget for this assignment. We note that the total budget available is mentioned as 700,000 NOK, roughly equating 70,000 USD. Can we confirm if this price is inclusive of travel and expenses, or if it covers only the consultant fees?
As specified in the Terms of Reference for the near-end review, the estimated budget frame is NOK 700 000 including all costs, signifying that it includes then VAT, travel, work hours and other relevant directly related to the assignment. We however request the offer to include a realistic budget and details pertaining to this, within a total frame as assessed realistic by the tenderer.
2. We are reviewing the Near-End Evaluation of Poverty Reduction through Business Development and Formal Cooperation”, and have a contractual question. Can you clarify whether the contract is exempt from VAT, or if VAT is included in the estimated budget?

3. In the result frame (line 1.1) for baseline it is specified “Smallholder farmers monthly income in TZS… (TAN) 2 200 000”. Should this be _yearly_income?
That is correct: the result frame refers to annual income.
